Unused memory is wasted memory, Windows will use free memory to cache things for performance reasons.

Explain a little further: this has nothing to do with your PSU upgrade. More likely the reboot made Windows do a re-evaluation of it's hardware use and used some RAM for cache since it found you don't use all 32G very often.

Well yeah of course they're not broken. Windows sees them just fine - it says you have 25/32 available.
