When I play RDR2 with DLDSR set to 2.25x, my GPU emits coil whine. The weird thing is, neither undervolting (to about 900 mV) nor lowering the power draw as low as 60(!)% helps reduce the noise. At all. Isn't this a bit weird? What makes the GPU whine so much, if not high power draw?

Coil whine typically happens at really high frame rates, but at normal ones it may disappear. That is the case with my 1080ti.

Exactly the same case with my 6800xt, limited the fps to the monitor refresh rate or just use vsync and it stopped. Now Ive tried it once again with unlimited fps and its still there but lower.

How long has it been? and what happens if you go lower than 60 fps? when it happened with mine I read some posts saying to just let it whine and it goes away, some even suggested run benchmarks for a whole day.

 

In my case, it happened with rocket league at unlimited fps, over 700, I limited it and now I can go back to unlimited and it happens but way softer, So I guess its going away with use.

I've only recently tried DLDSR, it does not happen without it. And it does not happen at 30 fps.
