"Hey Google" for every voice?

Hello, I'm trying to set up a phone for my nearly blind step grandmother, so she can call if there's an issue. 

 

We're planning on using Hey Google for interaction, however we're running into trouble with voice training as she cannot read the words. Is it possible to use have Hey Google turned on without recognition? I remember you used to, but I can't seem to find it now.
