What are you trying to do exactly? What tool? Where did you download it from? Not enough here to understand what is going on.

Create a bootable USB Windows device, Its called MediaCreationToolW11 and its from microsoft.com  And yes I clicked the unblock check button in the properties but it made no difference.  Its how you are supposed to install Windows 11 on a new pc.
