MSI DUKE RTX 2080 OC Fan partially working

So my GPU decided that it wants to use it's fan (GPU fan) only if I use the dragon center "Cooler boost' features wich allows to lower the temperature by a maximum of 5 degree but there's a cooldown of 5 minutes. It's not very convenient, is there someone who can help?
