Any USB scanner acts like USB keyboard. Or you could use any smartphone with camera.

 

I've used https://www.lomag.eu/ free version on Android for my DVD and CD archives. The full software price of $30 seems low if it has the functionality you are looking for.

Need to implement a stock keeping using barcode scanning in a small shop. They are not having enough turnover to pay Tax (GST) in India. so no need to link to GST.
Just needed for stock keeping and billing purpose as they have employed some outsiders. helping my uncle to setup a shop

any guidance on this matter preferably small budget or open source would be appreciated.
