A good PC? Yes, this is the top of the line components for consumer grade computer products. A good value? No, Personally I would say not. If you are looking for bang for the buck parts, look for gpu and cpu combo's that are a generation older or a lower end model. Something like a 10900K and a RTX 3060 would get you 80-90% of the way to this PC with 1/2 the cost, therefore a better value. If you have $5000.00 to spend on a PC, then go for it. If you are looking for a better deal, then top of the line components are not a good "deal." Remeber that you need to still buy peripherals and games still too...

Good value? Not in the slightest. In fact, almost every single item in this build is bad from a price-to-performance perspective.

The CPU is only a bit faster than the 12700 while costing way more. The motherboard costs way more than what other Z690 boards with comparable features cost. DDR5 pricing right now is basically scalper level, and outside of select applications and a few games, there is no difference in performance at all. The 3080Ti has never been a good value part, even considering scalper prices - the regular 3080 right now is much better value, and even it's not great value. The case is completely overpriced - you can get a comparable case for less than half the cost. The power supply is potentially justifiable if you actually need 1200W, which you don't, even with this overkill build, so it's also a waste of money. The 980 Pro is really only necessary for select applications - you can get other 2TB drives that perform similarly for less. The H150i is alright, but overkill if you go with a more reasonable CPU. And that extra fan is just superfluous, not to mention overpriced unless you insist on maglev for some reason.

The thermal paste is okay value. $8 is a bit cheaper than other third party pastes like Arctic MX-5 or Noctua NT-H1, and the reviews I can find for TM30 say it's decent.

Did you mean to ask: "Is this a good performing PC?" Because that's a very different question. This PC will perform very well, but that does not make it a good value. Often, the opposite is true: if you insist on top tier performance, you will not get good value.

Tried to keep the white theme with this build

Unless you're a heavy multi-tasker, I wouldn't recommend getting a 12900K
