please help me choose correct part

Budget (including currency): 200.000.000 rials 

Country: iran

Games, programs or workloads that it will be used for: i want this pc for recording gameplay and stream it with vtuber avatar . also edit footage with premier pro , photoshop and after effect. 

Other details 

i know i am from iran also our market is not something people are familiar with but please help me out regard of parts i have selected. with my budget, i can only buy cpu+main+ram. thats it . rest of my parts are from my old pc.it may be feel unbalanced but we have 100% inflation rates here. so if i dont buy something, i probably cant buy them later since everything gets more expensive. also i wont be able to buy a new pc for next 10 to 15 years so i want something that works for me as much as possible. i use pc almost in entire day.i may add video captures as well later . my target resolution is 1080p for editing and gameplay but i want my pc to be as relevant as possible 
here is my list
 

-cpu: i5-12600k with stock cooler

-main board: gigabyte Z690 GAMING X DDR4
-ram: G.SKILL RipjawsV DDR4 16GB (8GB x 2) 3200MHz CL16 Dual Channel

these are my old parts (i will take a picture from them)

-my old case . 
-my old HD7850
-my old hard drive (1 terabyte baricuda)

-i bought a power supply produced here which i dont know if anyone aware of them outside of country. i had to buy this since my old power supply got nuked.

 

i may be able to get a 250,000,000 loan later and upgrade these parts later . 
-upgrade HD7850 to 3060 TI 

edit: i have this cooler from another system which is nuked long time ago. i used it on a AM3+ main board. its cooler master but i dont know which model it is. i cant remember. i have removed its fans. one of fans have been broken by another person. i have 1 fan for this cooler i can wire another fan if i have to use both fans.

is it any way to use this? also can anyone identify model of this cooler ? thank you in advance

can you provide a local computer retailer's website if they have one? or website of an online retailer you can use
do you already have a Solid state drive in your system?

i have to buy an aio simply because of LGA1700 socket. there are alots of coolers for cpu but non of them have lga1700 socket. i am getting cheapest one with bracket. so my old cooler is useless. i spend almost 2 days and search everywhere. went to biggest markets in capital. LGA1700 bracket does not exist separately. my old case does not support AIO so i have to put it somewhere above my case . i have to buy case later. that aio was insanely expensive

give it some time and maybe try to look for a CPU cooler that already comes with LGA 1700 bracket

and i do see some deepcool air cooler on the site, if you go deepcool you don't have to change your case

also @ero-oldmanare you planning to use the alder lake's hybrid core layout?
if not you can go 12400/F
the P core performance is the same it just lacks E cores

i only heard that e cores will effect editing and improve performance 
also i didnt choose f skew because f does not have ig .there were plenty of videos on youtube warning editors to not choose F skew

price difference between F and non F is really small here.so i get non f , beside that , everything seems good. thank you for your time and help

if you plan to stream you can use the igpu to encode and free up your GPU resources
