Would I be able to copy my OS from my laptop (windows 7 os) to a new build or should i buy a whole new os?

I guess you could mirror the drive but it will have all the wrong drives installed and it may give you some trouble.

You agree to the m$ EULA but instead of typing the serial you install it and voila, activated genuine windows on your computer ok.

Laptop OS' are what we call branded OEMs. It means that the key is bound to BIOS. You can't activate it on another machine. There's slight change that you can beg MS support activating it but I wouldn't waste my time or phone bill.
