11th gen intel was reallllllly bad with power consumption. It was their worst generation of all time, and it's not even close. That being said, it is not a bad cpu at all, actually it is quite good. Have you tried undervolting/lowering the power limits? Thankfully, you don't have a k chip, so it shouldn't use as much power out of the box.

Like all coolers, the amount of heat it can remove is dependent on the ambient room temperature and case airflow.

 

If you're at 77C at 195W, then you're doing well. The 11700F is going to be performing at its maximum at that temperature - it will throttle at 100C. Since the CPU is not a K SKU, you cannot overclock it, so if it's reaching the rated all-core speed, then you've achieved maximum performance.
