What would be an acceptable configuration to run 1440p with 165hz with the Gigabyte B560HD3 motherboard. GPU not needed, this pc is not for gaming, but the 1440p with 165hz is needed. And would the motherboard even run that type of resolution and refresh rate.

The motherboard has no real impact on what resolution and refresh rate you can run a display at; that depends on the graphics processor, whether integrated into your CPU or in a discrete card. So assuming adequate hardware is used in the board you just connect your monitor to the DisplayPort on the back of the board. 

 

If it's not for gaming, what use is the PC for that 165hz is required? I suspect that will be a lot more useful in figuring out a good build than simply picking hardware capable of outputting a certain display spec.

 

In the future please make your thread titles descriptive of what you want assistance with; every week there are dozens of threads on these forums just titled something like "help me pls u gaiz."

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.
