Games, programs or workloads that it will be used for: new gen games and val cod 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): cpu is ryzen 3200g motherboard msi a320m pro 8 gb ram 128 gb sata ssd and 128gb hdd

my plan is to get a gpu that can play next gen games in good maybe 80+ in 1080p high or more 

need suggestions for my pc and if needed i am willing to upgrade my cpu first that will suit my motherboard and 3060 or 3090

I apologize, but it's a bit tough to find pricing on GPUs for your country. From what research i've seen, the best GPUs in your budget appear to be the Radeon RX570 and the GTX 1650S. Whichever one you can find in stock i'd say go for it. Your CPU is honestly still fine, just leave it as is. If anything, perhaps add another stick of ram and/or another hard drive to store more games if you have the budget for it.

Here it is running 1080p on all low settings at pretty solid 60FPS. this person has 16gb of ram, but i am not sure how much of a difference it will make.

None.  people who make testing videos for specific components will usually make sure nothing is confounding the performance of the component being presented.  I'll cede that new computers should lean towards 32GB, but on April 13th, 2022AD nothing is being held up by 16GB of RAM on my system and I play a lot of different games.
