Help fixing low GPU utilization specifically software recommendations

I run a stress test (port royal and times spy) and my GPU stays around 99% utilization but I play Borderlands 2, Lego Star Wars the Skywalker Saga, Horizon Zero dawn and my gpu utilization will drop as low at 2% 20 fps for no apparent reason in area's. If my fps drops any lower then 20 normally the game will crash.

(Hardware 5600x, 6900xt, B550 Aorus Pro, 32gb 3600mhz ram, 1tb ssd, 1000watt psu Windows 10)

 

Now im looking to software recommendations or setting recommendations to try before giving up on a game could we make a list here

 

Example Borderlands 3 I had to change to DirectX 12 mode for my 6900xt and it ran better

Running in borderless windowed mode helped Legos and Borderlands 2 from crashing

Any more recommendations please leave a comment down below

1080p? Try disabling ULPS (Ultra Low Power State).

Ultra low-power state I am unaware of that. is that in BIOS? is that a Windows thing? Is that a AMD software thing?

And im running 1440p 32inch 165hz (even though my Gigabyte monitor is kind of crap for the specs but that is for another time)

You can do it in the registry editor or in a software like MSI Afterburner.

But, since it's 1440p, it's probably not the case.

Maybe playing with v-sync on? That would cause such issues with a high end GPU.

 

Chipset drivers from AMD installed? RAM running XMP? Latest bios?

My 32 gb of crucial ballistix 3600mhz cl14 Ram is running on xmp everything in my PC has a basic overclock in the AMD software.

V-sync is off in all games for 2 reasons i should be getting more the 165 fps in most games and 2 my monitor reports to some games that it is a 60hz monitor for some reason.

V-sync does not help I have tried it every time any game has dropped below 60fps when trouble shooting; it doesn't help. 

Basically I'm wondering what software could be causing my GPU not to run at full speed or is my GPU malfunctioning but I don't think my GPS is malfunctioning because it runs at 100% utilization and every Benchmark and stability test I run. so is it game optimization or some setting or software i dont know about.

Well, then post all software thats installed currently? Its kinda hard to guess, with so many potential offenders, ya'know?

you coud also just reinstall windows  and not install any software besides games to test…
