Are they compatible? Yes, PCIe is a standard that if the card fits in the system and be powered, it'll work. That board has an x16 slot, so it'll function.

 

Whether you'd want to use it is a different story. FM2+ was slow when it was released ~10 years ago and it's aged like milk. I would look into getting a new board and CPU. It's not a must have to use that GPU, but you will see a performance uplift going for even the lowest end current CPUs and 16GB of RAM.
