Hi my pc keeps freezing and having to be forced to shutdown (holding power button) and i dont know why.

can someone help, i checked the reliability report and i get this everytime it happens.

Does it freeze after boot?  If so I might suspect memory.  Those numbers would say where in the system the problem is happening.  I don’t know enough about system architecture to know though.  They might be something else entirely.  There is one cheap check you can do though which won’t cost much or do any harm so if it’s the wrong thing it doesn’t matter.  memory errors are fairly cheap to fix and free to look for so you likely won’t do any damage running a memory test.  They’re not Uber reliable, especially the one packaged with windows.  Downloading memtest86 gives a somewhat more reliable result.  The one in windows is sort of famous for false negatives.  The default for that thing is two full passes and it still has that rep. Another thing you could do is run a chkdsk to see if you have storage media problems. The problem with the winRE repair environment done from the hard drive, is it runs off a RAMdisk, and your problem might be RAM. Possibly use a bootable windows install on something external like a USB key.
 

To check your drive for errors:

Get into setup and make sure your USB stick is top of the boot order, boot without the usb stick in, then insert it, hold down the shift key and click “restart” from the the power section of the windows icon in the bottom left corner (I’m assuming you’re running win10) if it’s a windows before 10 you can hold down function key 5 instead. Keep holding the shift key down and you should get advanced boot options which will demand another restart.  This will get you safe mode with CMD terminal.  Iirc the key is 6 the machine will reboot into a black screen with a CMD working directory prompt.  Type “cd c:” which should change your working directory to your HD,  then type “chkdsk”. This will check your drive for errors I think. If you want out of the CMD terminal I think the command is “shutdown \t 0” (the spaces matter) this will shutdown your machine and when you restart it you will be back in regular windows.  There is also the widows10 memory test thing available in a similar way, but IMHO the thing is so unreliable that if it comes back as not finding any errors it means almost nothing. If it does find errors that of course I’d different. 
 

If this is a bad thing to suggest to someone or if not but I’ve gotten something wrong, please correct me.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Well I'm pretty sure it's not the memory because I've pulled each stick and tested each one and they all come back aaok I'm thinking it's either GPU or CPU and now it's just constantly freezing and stuttering and my mouse pointer looks like TV static

Ew.  Gpu or monitor stuff anyway.  Standard check is test suspect components with known good hardware.   This part of what an RMA does because the manufacturers know the insides of things and they have all the cool toys.
