I have been using a Intel Pentium E2160 for my NAS, the issue is that it cannot transcode h.265 video. I have been thinking of adding a gtx 1650 for hardware transcoding.

I wanted to know if my CPU will bottle neck my GPU or not ?

P.S. - I will be having only one stream running at a timr

What resolution h.265 are you trying to transcode from and to?

 

If you do hardware transcode offloading to a GPU, CPU speed shouldn't really matter much... but the question of resolution is much more important.

If you're only doing a couple streams (which is about all that Conroe CPU can handle anyway), look into a Quadro P400 instead. Those still support H.265 but they go for less than half the price of a 1650 on eBay.

 

How many drives do you have? I'd put the money toward upgrading to a Sandy Bridge, Ivy Bridge, or Haswell platform instead. You'd get 10x the compute power, lower power consumption, and the ability to do hardware encoding on the integrated GPU (Intel Quick Sync).

I have 2 drive running in raid 1. The gpu will be transcoding 1080p video stream.

also i found a good deal on quadro p400 for 150usd

I’d look into a platform upgrade instead of a GPU upgrade… a single 1080p stream can be transcoded easily. I used to run my homelab on a i3 6100, I got the mobo, cpu, RAM, case, and PSU all brand new for I think 250 bucks 6 years ago. It easily did multiple 1080p transcodes with only giving my Plex VM 2 threads of the 4 thread i3. 
 

Your 150 bucks is better spent trying to get a used platform upgrade then a GPU. 
 

Also, you can’t direct play? Direct play used effectively no CPU power at all.

My fire tv does not support h.265 direct play.

Would it not make more sense to get a better media player that supports all codecs instead of a PC upgrade just to help transcode performance?

 

Transcode is always a quality hit, if you want to get the most quality, an nvidia shield TV’s are phenomenal.
