First time posting, so I apologize for any rules broke.

 

I'll start with the specs:

Ryzen 5 5600x

EVGA 3060 Ti FTW3 Ultra

MSI MPG B550 Gaming Plus

4x8 (32GB) Corsair Vengeance 3200MHz CL16

CX650 RGB PSU

2TB WD SN750 SSD

34" 3440x1440p monitor (100Hz).

 

Onto the issue: 

Immediately after updating Warzone, my CPU would stay steady at 100% and GPU would stay under 500MHz clockspeed. This happened in Minecraft and additional games as well. I immediately updated GPU drivers, and still had issues. I then did BIOS update, same issue. Chipset drivers, same issue. I swapped GPUs with my girlfriends system (4770k, 1070Ti), and my GPU ran fine in her system and the 1070Ti had the same issues in my system. I also took out 2 of my RAM sticks to rule out channeling issues with 4 sticks, it made no difference. Checked power limits, etc., all are on highest allowed (even tested at a normal/balanced power setting, no change). Thermals are well within safe limits, usually sitting around 60C on the CPU and 65C on the GPU. 

 

I've ran Windows Defender and malware bytes. Only "malware" they found was Nicehash, which hasn't been an issue in nearly 6 months now, but I went ahead and removed it on the off chance. It did not fix the issue. I've reinstalled Warzone, Minecraft, etc. 

 

I have done everything short of a fresh install. I will be attempting to replace my SSD with my girlfriends as her system was just built a week ago and has nothing installed besides Minecraft and Warzone, as that's a bit easier to test than reinstalling Windows.

 

I'm at a loss. There's no reason a 5600x should be getting bottlenecked in vanilla Minecraft, let alone on bare minimum settings. I suspected there was an issue with the GPU, so I do have an open RMA with EVGA, but after testing a different, known to work GPU, I'm not leaning that way and would rather not send it in to be told it's not a GPU issue, especially seeing as the GPU is 2 weeks old and worked fine for a week. 

 

Is there something I'm missing or what should be the next test? 

 

I've attached a screenshot from Minecraft showing thermals and clock speeds. Please note, the CPU dipped down to 22% as I was on the pause menu. The second I resume the game, it jumps instantly back to 100%. s

There is literally no way for that CPU to be an issue with that GPU at that resolution. 

 

There must be some other problem. 

 

Try to disable Fast Startup in Windows (make sure to restart PC after) and set your power limit to max performance.

Exactly. I'll try that as soon as I'm home today. Power limit has been on Max for as long as I can remember and have double checked that.

Without seeing the issue in person just by looking at your specs, my guess would be the power supply you have is a little bit underpowered. Yes, 650w is enough, but that is not a particularly great unit. The rest of your build is rock solid. What is your cooling like? Are you using stock cooler? If so, something like the shadow rock 3 or arctic esports duo would make a huge difference as well

I've suspected PSU as well and know it's definitely a lower tier unit, got it on sale when I built the PC last year and am slowly upgrading everything. However, using a wattage meter, it only pulls around 450ish doing synthetic loads on both CPU and GPU. 

 

Cooling should be more than sufficient, iCUE h150i elite capellix 360mm installed on top as exhaust (push configuration), 3 SP120 fans on side of case and 2 basic corsair fans on bottom of case. Case is a Metallicgear Neo Cube, a O11D ripoff pretty much. Even setting fans on lowest settings, GPU and CPU both hoover around 60-65C.

Oh yeah that cooler is wayyyyyy overkill for a 5600x lol

Exactly haha. I did plan on upgrading to a 5800x and x570 board, but will probably just hold off for next Ryzen chips. Hopefully cooler's are still compatible.

Yeah not worth upgrading yet. They have confirmed am5 mounting will be same as am4. So coolers will remain compatible

Unless it's actually faulty, a low quality power supply shouldn't affect the system in such a way.
