For some reason out of the blue my PC started stuttering when I try to play any kind of games, I've watched like 30 YouTube videos and haven't been able to find solution yet. I did pull up task manager and my CPU usage didn't break 20% but my GPU was at 100%.  Still a beginner with computers so any help would be greatly appreciated

CPU Intel(R) Core(TM) i9-10900K

Ram  32gb

GPU NVIDIA Geoforce RTX 2060

Is your GPU at 100% all the time or only when gaming? What are your temperatures/ percentages when gaming as well as idle?

Its only while gaming, GPU temp stays around 60-70 degrees Celsius at idle and while gaming its in the mid to high 80s' and the usage at idle sits around 30%.  For my CPU at idle is around 12% usage and stays around 40 degrees Celsius while gaming CPU is around 50 degrees celsius

That is pretty warm for idle GPU temps. It should also be less than 30% at idle just on the desktop, I would run a Virus scan using Malwarebytes and see if that finds anything I had a similar situation to this on a clients computer where no matter if the computer wasn't running a single thing it would stay above 30% GPU usage and his games were performing poorly out of nowhere, he had somehow installed a trojan bitcoin miner. If the malwarebytes scan comes back clean you most likely have an overheating issue with the GPU, what case do you have?

The case is a NZXT h510 elite

Oof, ok yeah NZXT cases are pretty bad when it comes to thermals the H500 series being the worst. I would still run Malwarebytes to be sure but if anything else is causing your GPU to overheat it's going to be the abysmal airflow of that case. NZXT cases look nice but are some of the worst cases out there in terms of cooling and airflow.

Theres a couple, I use a  Phanteks P500A Digital for my personal build but the newer Phanteks P360A is super clean. Really any case that is a quality make with a mesh front panel should be good. I've personally built in these three and love them. If you aren't looking for flashy RGB the Fractal Design Meshify C is another solid pick.  If you really like the H510 you could get the H510 Flow, really anything with a mesh front panel is what you need. Solid or glass front panels are a no no.
