Video editing builds

Hey Linus!

I'm preparing to start a small business with the main activity been video editing. In a few words I want to give a chance to the many youtubers that want to grow but need help in the domain of video editing ( even if they want to learn more about editing their videos or they want to have someone to do job for them). I need help in finding out the builds for two main video editing PC's and two PC's for office but that are still capable for small task for video editing. Plus I know that 

I will need a data server. All the components will need to be new, because I'm using a program to try to finance my business idea. 

For the main editing rigs I want a dual monitor setup with one of them being 4k and the others just a monitor.

I'm from Romania ( europe market in general). And my budget is around 10-15k euros

If you or the guys from the forum can help me with the builds list and final price will be awesome.
