is there a good free app for pc that will allow me to make to make custom arrays/ organize windows

DisplatFusion buts its not free. Its really good though and goes on ssle on steam every now and then.

Win7 has built-in feature to do that but I haven't used it that much. There isn't any 3rd party software to do that for free. DisplayFusion is among the cheapest.
