My suggestion is to start looking at what you want part wise when you're ready to build it.

Case: Corsair 4000D Airflow; Motherboard: MSI ZZ490 Gaming Edge; CPU: i7 10700K @ 5.1GHz; Cooler: Noctua NHD15S Chromax; RAM: Corsair LPX DDR4 32GB 3200MHz; Graphics Card: Asus RTX 3080 TUF; Power: EVGA SuperNova 750G2; Storage: 2 x Seagate Barracuda 1TB; Crucial M500 240GB & MX100 512GB; Keyboard: Logitech G710+; Mouse: Logitech G502; Headphones / Amp: HiFiMan Sundara Mayflower Objective 2; Monitor: Asus VG27AQ

The beauty of linux, is that it can run on just about anything. Ask around and see if you can have someones old machine, and repurpose it. Up until 3 years ago, I was using an HP a1110n as my storage server.

You might even be able to purchase one of the big box retailers sunday specials for $300 or so. Put 1 or 2 more drives in them, and you can use mdam to setup a software RAID.

With a budget like that, building a powerful server can be a bit challenging, especially given the cost of decent RAID cards and drives.
