Plan for Server and TV computers

Budget (including currency): Not Sure, somewhere between £2000 and £9000 (probably not that high but I'm not too sure

Country:  UK

 

I have plans for two systems:

Server

Games, programs or workloads that it will be used for: NAS for general storage, Jellyfin server, IaaS and PaaS for NodeJS servers, python servers and virtual machines

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 
I would be upgrading from using a raspberry pi 1B and raspberry pi 4B,

TV PC

Games, programs or workloads that it will be used for: steamos-compositor, kodi-standalone, and retro arch

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 
I'm upgrading from using a touchscreen laptop with a dying screen, brief keyboard and mouse for setting up but mostly using a Bluetooth or wired controller

Also how do people get those small ssd's that slot directly into the motherboard?

Though could you give a max budget? Cause 2000-9000 is a very broad range

Ok, lets just say 5000 maybe. 
I don't actually know how much money i have, its atlease 9000, i dont have an income and i dont really understand the value of money
the last pc i built was back in 2016 using student loan of nvidia 1060, cosir somthing power supply, gigibyte something motherboard, 16 gb ram, 500gb ssd and 1tb hdd
