Yes it will if you're plugging it directly into the motherboard fan header. I suggest you use a fan controller instead :)

Check with your motherboard and your fans to see if your motherboard can handle the current of your 4 fans. If it can handle it, then there shouldn't be anything affecting the performance. But the motherboard fan controller could not work properly so I would suggest you to get a fan controller if you want to control your fans.

Not unless that adaptor is drawing power directly from Molex.
