C16 will be faster if the MHz is the same.

It will have an impact on performance, but it won't be a massive one. Similar to the difference between 3200MHz and 3600MHz RAM, for example. This video is a good visualization, you can see the minor bump in FPS, more in some titles than in others.

Rgb pro is either very good value b die ram or complete garbage hynix ram, you just gotta hope you get the b die ones cause no point buying pricey sticks when all you are getting is trash hynixes that only oc on very loose timings like 4400+ cl19
