Tbh thats just horrible, better off buying a used 3rd/4th gen optiplex and upgrading it with more ram and potentially a v2/v3 e3 xeon

 

Btw cheapo fans like that are not worth it, better off buying used fans from your local market, personally i can get cheap 24v 12cm server fans for ~1$, even regular pc fans are only a $ or 2 in the used market
