Windows touchscreen not working.

Hi, so I have this linx vision 8 tablet I need to the sell the touchscreen \is not working but then I can x out of applications with the x button so im very confused and I can go to notifications if i tap it once it opens if i tap it again, nothing then again, it closes and opens again. I reeached out to linx a while ago before we got ready to sell it and this is what they said 

The Linx tablets need to have a model-specific Windows image installed, as a generic Windows image will cause compatibility issues with some hardware devices on the tablet such as the touchscreen and WiFi adapter.

Make sure you remove any micro SD cards from the micro SD card slot.
You then need to create a FAT32 UEFI USB stick for it to work with the tablet, You can use Windows 7 media creation tool to do this, or alternatively many of our customers prefer to use a programme called RUFUS for its ease of use. This format will delete all information on the USB stick.

Once the bootable USB has been created, and the Recovery Image ‘.zip’ folder has been copied over to the USB from tablet’s Downloads folder, right-click or long-press the '.zip' folder and select 'Extract All'. A window will appear, follow the on-screen instructions until the ‘.zip’ folder is extracted, then please see attached for instructions on booting your device from the bootable USB. And I have no idea what a FAt32 USB stick is but I dont think it will work can anyone help me please im so desperate if you solve it, thank you!!!!! I will forever be glad,
