Can you tell us a little more of what you are doing at the moment?

 

If you look at the processes tab, we can see what application is using the CPU the most.

Is this the first time you have had this happen? This is certainly not normal. I would try the following though:

 

1. End the process/ Restart the process

2. Update graphics drivers

3. Update chipset drivers (amd/intel website?)

4. Windows Updates

 

I have never seen anything like this, keep us posted!

12 cores 20 threads seems to me like you're on one of the intel 12th gen chips... and you've found some Windows bug. I don't think drivers have anything to do with it but i don't really know I've haven't had the chance to mess with 12th gen yet.
You're also no running anything at the moment. this is a fresh new build?
if it is try installing Windows again... And maybe you're forced to use W11 to fix the issue if you're not already.

I built the pc perhaps a month ago so I may need to resort to win 11.

 

Unless the gpu is faulty? I got this one from my friend who said that it didn't work for them but it displays graphics just fine on the screen ...

what GPU is that?
but it seems the GPU is fine the tasks are using it normally.
I'm still leaning to Windows update shitting on 12th gen scheduler with a new bug (or if you're a conspirationist it was totally intentional to force people onto W11 even though it's a clear downgrade in every possible way)

Well I updated the chipset drivers and now it is at a more manageable 1% so that's cool.

 

I will hold off switching to win 11 for as long as I can.
