GPU usage dropping about every min

DxDiag.txtDxDiag.txtBeen having this problem off and on for a while thought its was PSU got a new one so then i went with GPU Been trying for a year and finally got  a 3060 for a reasonable price to not fix so i need help I've tired lots of other stuff over the year but no fix It comes and goes a good week then a bad week a good month then a bad month. 600watt gold evga

Could not remember so pulled it straight from my newegg orders

im not sure what other information would help i feel like its a power issue (no proof just my gut) but when i hard reset my computer( turn it off and then the psu switch) i think it gets better for a while then it comes back.

would my memory module maximum clock being set to 1333 make a difference bc i feel like that could be an issue
