RAM showing the wrong memory speed

I've got a 32GB kit of Corsair Vengeance Pro 3600MHz DDR4 installed, and have set the XMP profile in my BIOS, but windows is indicating my memory speed as 2666MHz.

Any idea what may be causing this? any help would be greatly appreciated

Windows is likely wrong, I don't know why they even bother reporting CPU clock rates, GPU usage, memory speed, all these things seem to end up confusing people more than helping as they are so often misreported.

The only thing I trust to report this is CPU-Z and HWinfo.

Here is what HWiNFO says:

I see there are two places where it lists the cock speed, one under "Memory" where it shows 1307.5MHz, and another under "Memory Modules" which shows 1799MHz,  its my understanding that it reports half of what the clock speed is, so if I'm expecting 3600 I'd see about the 1799MHz, and if I'm expecting 2666 I'd expect something around the 1307.5MHz number
