Down speed very slow, downstream relatively high

Hello, i m having an issue where my internet speed is very slow even slower then my upspeed, but when ever i check my router downstream its reletivly high,i tried to reset router and got even a new 1 and still have the same prob. Any idea how i can fixe this issue plz ?

i m connected via ethernet and wifi still same thing. I have a tp-link:TD-W8961N, and my internet connection is ADSL
