I have several GPUs I use for development. RX 6600XT, RX 560 and GTX960. But I have only two PCI-Express slots, 1 full x16 and 1 full length x4 via chipset.

Now I do need to switch between rx560 and gtx960 frequently (since one supports CUDA and another is GCN GPU instead of RDNA)

I want to install some kind of extension outside the case, so only thing I need to do, power of and swap the cart without opening the case.

There are some "crypto" risers but they low bandwidth x1 instead of x4. I looking for something to make nice cable management and be able to "output" both PCI-E lines at least x4 and power. And some nice connector full x16 outside.

The closest you can get to that would probably be an external GPU enclosure attached over Thunderbolt. Swapping would even be faster with multiple of these, but that's probably a bit pricey.

The problem with risers is the quality of the connection is often bad and the increased trace length increases latency, possibly error rate and as such decreases bandwidth.
