i was away for about a week, came home, turned my pc on and got hit with a glitched out screen (in image) i can boot into BIOS with no issue, reseated RAM and gpu, all things are plugged in too. Im on win11 if that helps, built my pc a little over a year ago.

 

specs: 

CPU: Intel Core i9-10850K
Motherboard: Asus PRIME Z490-A
Memory: Corsair Vengeance rgb pro 32 gig
GPU: rtx 3080
Psu: NZXT C 850 W 80+ Gold

As long as your keyboard works, you should be able to use your keyboard to navigate the options.

Or using your motherboard manual:

- While on BIOS, enable your iGPU. Save BIOS settings. Then shutdown your PC.

- Swap your video cable(HDMI, DP, etc.) from your RTX3080 to your motherboard video connector.

- Then reboot your PC.

- You should be able to see your Windows screen now.

- Then uninstall your RTX3080 driver and other softwares pertaining to the use of your RTX3080. Then shutdown your PC.

- Swap your video cable again. This time from your motherboard video connector to your RTX3080.

- Start your PC. You should be able to see your Windows screen now.

- Download a install NVidia GeForce Experience Software. Download and perform a "Clean Installation" of the updated game-ready driver.

- After installation. Restart your PC, and you should be good to go.

Note: you can disable your iGPU afterwards via BIOS if you don't need it enabled anymore. To save some of physical memory.

did this, uninstalled the gpu driver and now its doing the same thing for the igpu. now i cant see anything on either lmao

What?! Even the BIOS? That is impossible for both iGPU and discrete gpu will be out of signal at the same time. There is something seriously wrong with your system. I suggest to better take it to your trusted shop to have checked hardware-wise.

no, bios is perfectly fine. its only when it boots to my home screen

its happened before but went away after a few seconds, only after leaving my pc off for bit. could that have anything to do with it? even with up to date drivers at the time, it did it but only lasted 10 sec or so

Try lowering down your screen's resolution (and maybe refresh rate frequency) and see what happens.
