Static Electricity Issues?

1. Im a very "careless" person, can drop anything like usb, hard drive, phone, etc. So I make a custom box with elastic foam inside to protect my external hard drive if it drop from my hand/desk.

BUT the main problem is, it increase heat at least 5 Celcius. So I want to put custom fan below this cardbox. Fan like this:

Question: Is it safe to put a fan below "foam wrapped" external drive? How about electrical static issue?

2. I have cheap laptop, with bad cooling system. 60-70 Celcius when browsing. So I bought a laptop vacuum Taffware like this. It help, it can reduce my processor temp 10 Celcius. But, is it safe?

3. Blow dusty PC with blower can harm your device because of electrical static. Myth or Fact?

1. Just buy an SSD.  Much less prone to shock.

2. Laptop coolers are dubious at best.  The best thing for a laptop is getting it elevated, off the table, so that air can flow underneath.

3. Compressed air doesn't cause static problems.  Static problems are caused by low humidity.  As long as you're at least 30% or so, you should be fine.

1. I use external HDD as long term backup. Dont want to use SSD because its not recommended for long term cold backup. And I have buy new external HDD.

2. I have laptop cooler with 4 big fan. Not work at all. I decrease 0 Celcius. When I buy that tafware vacuum, it decrease 10 celcius, especially when playing games. More than 10 celcius.

3. It's leaf blower, not compressed air. Ok then, my humidity is above 60%

There are plenty of reviews of laptop coolers on YT.  I'm telling you that simply raising the back of the laptop with a book or something, will get you 90% of the efficacy of any "cooler".  And some actually make cooling worse.  I use the same metal stand from this review, btw.

well, elevating laptop and use laptop cooler not work for me, because there's no ventilation on bottom/back.. only on left side..

And my actual concern here is about electrical static issue btw

Elevating a laptop has to do with radiant heat, not blown exhaust.  Those heat-pipes in your laptop only have 2 tiny fans (most commonly) trying to cool them.  They are also scavenging heat out the bottom of the case--even without circulated air.

Well, like i said before. That laptop cooler are not work with my laptop. I've try many kind of laptop cooler and all same. Only Taffware Vacuum do this job well.

I tried it again just now. With 7zip benchmark, CPU heat rise to 66

With laptop cooler, it stay in 65-66, after 5 minutes, it drop to 60. And stuck at 60-62. UPDATE: It can rise again to 66-68C.

But with taffware vacuum, it can drops to 54 in less than 30 seconds

And what heat pipes and two fans? My laptop only have 1 fan without heatpipe to fan at all. You can se this disassembly video:

But, actually this is not my concern at all.. My only concern here is about electrical static.. Lets back to that issue.

For my question number 1 and 2. Can they produce electrical static? Or like you said in number 3 answer: all safe if humidity above 30%??
