3600 MHz is faster. They also have the same latency, since CAS latency scales with frequency. In this case both translate to 10 nanoseconds.

 

In general:

Frequency: Higher is better

Latency (CL): Lower is better

 

Since latency is expressed in clock cycles, a higher latency at faster clocks isn't necessarily worse. Cheat sheet:

CL * 2000 / MHz = ns

CL16 * 2000 / 3200 MHz = 10ns

CL18 * 2000 / 3600 MHz = 10ns

CL16 * 2000 / 3600 MHz = 8.88ns // This would be better
