USB-C Alternate mode

Hey guys, trying to use a type-c to HDMI cable (verified working) with my Laptop (HP Pavilion 15z-cw100) and I get a message that says "display connection may be limited" and a USB 2.0 BILLBOARD device shows up in task manager. Cable is Motorola Ready For cable, has supplementary USB power available, does not output with or without supplementary power. Any ideas on what's going on? system files show correct files/drivers for alternate mode (UcmUsciCx.sys)
