So I installed a new CPU cooler and when I turned it back on it started to stutter. An d this happened to me previously and I fixed it by resetting my computer, so that's what I did. But this time the problem persisted. So I am wondering what I could do to fix it stuttering even when loading windows. And it also stutters on the main screen. And it is not a thermal problem and not a monitor problem and I also went threw all the steps recommended by tutorials on YouTube.

Ok what are your temps on the cpu?

I have an ASUS G14 2021 with Manjaro KDE and I am a professional Linux NoOB and also pretty bad at General Computing.

Yeah I'm gonna agree with the previous post. What temps? What CPU? What board? What cooler?

If you already ruled out temps and driver/os issue. Is it possible that you overtighten the cooler? It might be pressing too much on the cpu and bending the pins. Unplug and lay down your pc to it's side. Remove the cooler and check for bent pins first,if you did not find any then reseat the cpu, but this time just for troubleshooting, just lay the cooler on top of it without screwing. then plug the power cord and turn it on. Check if there's still some stuttering, if temps get hot, just gently and slowly press down on the cooler to make the contract, it would just be for a few mins anyway. If that fix your issue, then next time, just tighten the screws enough so it won't giggle/move. Don't screw it all the the way in.  Personally, I only screw it by hand and then I check the temps, if I feel that it does not make enough contract, I would use a screw driver and probably doa  half a turn to a full turn(not an exact science lol) each side.

40c cpu temp Motherboard is a z490 a pro, cpu is a 10100f , cooler is a hyper 212 black edition
