Is this a bug?

Hello,I have this weird problem.My GPU usage is alwways 100%.I have checked it on AMD software and it says that GPU is on 100% usage.On task manager it says 75%.Dont know why this happened.Temps are normal and fans dont spin fast.Power consumption is normal too.What could this be.

100% even when just on desktop?

Yeah something  is off there

try downloading DDU and wiping drivers, then reinstall in AMD software

UPDATE:restarted pc and same thing.On task manager video incode usage is 75% on AMD software 100%.Temps normal and power consumption too and fans are spinning.radeon host service uses my GPU.what is this even!

Fixed the problem!how to fix it:Go to AMD RADEON SOFTWARE and turn off instant replay,restart PC and thats it!Thanks for helping
