I have a client that wanted to upgrade his computer 

But its 3rd gen intel 

So it has a celeron presently 

So maxed out would be a 3770k

No gpu and only vga and dvi 

150 watt psu

I told him it's not worth upgrading it

Found him a fully built pc 

I7 4790k 

Gtx 970 

For 400$

I told him this was a better option 

Twitch had a min i5 4670 and 8gb ram 

Plus I don't stream so I don't know capture cards 

How to setup them

Any help would be appreciated

Streaming is bit too wide term to be used at all like this. But since you mention Twitch, I'm gonna assume its streaming webcam and/or games. In which case, do they stream games and if yes, which? Games demand stuff from PC, and streaming demand stuff additionally. If you are on budget, as it seems, capture card is not really feasible unless they want to record/stream console games. Capture cards with built-in encoder go for €100-200. With that price, you are better going for newer CPU.
