Computer will not keep time

So I'm at a loss and beginning to think its the motherboard but my desktop will not hold time whether its off or on. 

 

Im running Windows 11 which has been working great but the time seems to pause as soon as you login, toggling setting automatic time updates the time to the correct time but it will then occasionally act normal or freeze again. 

 

I've also replaced and tested the cmos battery twice now. Just wondering if anyones got any ideas!
