New PC unknown issue

Hi im new to the handbuilt PC world and recently made a new pc, https://pcpartpicker.com/user/Shotzy9/saved/qXTwYJ 
currently having issue running high-end games and wondering if my problem is lack of PSU capabilities. getting a critical error event 41 task 63. for example when trying to run black desert online im fine in the title menu and character selection/creation but as soon as i try to load ingame entire PC just restarts without warning. even on default settings.

currently not overclocked except memory to rated speed *3600*. any insight would be helpful if i should bite the bullet and buy a new PSU

Well, start by under clocking the memory for testing purposes.  850 watts is plenty, I doubt it is an issue of lack of power.  Have you tried anything that isn't actually a game to test your graphics?  Like cinebench or something (I'm sure the guys here have a better recommendation about a more up to date program)  That sounds more like a software based problem caused by API's rather than physical hardware.

Also, how can you be overclocking to a rated speed?  Unless I am misunderstanding, over clocking isn't rated.

like i said im new to the this world, i have 0 idea but will try cinebench. memory was running at 2133 and went into bios and turned upto 3600. noticed it on the task manager earlier when just messing around

got 11333 on cinebench r23.2

did cinebench and heaven benchmark and have 0 crashing and 0 thermal throttling. GPU maxed out at 72c for temps. assuming this means i have a software issue not hardware?
