Explain tthe stuttering occurrences as they happened to you in game, heavy action? What was happening? How was performance before and during this how often and how bad?

I thought the control panel would fix it because setting it to max performance does make an improvement. I've been troubleshooting this problem for a while and haven't found anything that has worked. No thermal throttling is occurring, all temperatures are fine. It happens on every game, and I put settings on max (lowest settings it still occurs). Most of the time it is little stutters but is still noticeable on my end. Happens no matter what the case is, heavy action, no action, and initially loading in/looking around with the mouse. There are no manual OC in place either, I want it stable before I start tinkering with that. Here are the titles I've seen it occur:

Cod BO3

CSGO

Left 4 Dead

Payday 2

God of War

Dark souls 3

Ready or not

Resident evil 8 and 2

Rust

TF2

Warhammer vermintide 2

Cod WWII

Borderlands 3

Back 4 blood

Max performance mode in the NVCP does nothing but prevent the GPU from lowering the clockspeed while idle, it does nothing to increase performance. Its useful as a troubleshooting tool but nothing more. I suggest settings that back to defaults. 

 

What resolution is your display? That's a critical detail.

Oh okay I see, my resolution is a Omen 27i 165hz 2560x1440p panel. I used to use a VN279 model from asus and it happened on there as well.
