task manager showing different cpu speed

This has been bothering me for quite a while, so when i overclock my cpu in the bios, my task manager always show the speed but 0.05ghz slower. For example i overclock my cpu to 3.9ghz, it will aways show 3.85ghz, or if i overclock it to 4ghz it will show 3.95ghz. Is there a way to fix this?

Yes task manager is not very reliable, download hardware info or msi Afterburner for detailed readings.
