Welcome to the forums!!!

What are your system specifications??? You may be able to change the fan speeds in BIOS and set a fan curve, with some motherboards having the option for Auto voltage regulation either for 3-pin or 4-pin fans, voltage or PWM respectively.

I have a 3pin cpu fan connected to a 4 pin on the motherboard and I don’t know how to change the fan speed.

You need to set it to voltage controlled rather than PWM in the BIOS.

Are you sure it's the correct fan header??? Make sure you're adjusting the curve for the fan header that the fan is connected to.

Are you wondering if I am adjusting the right fan? I tried all the fans in the bios and nothing slowed down

As @Chris Pratt and I previously mentioned, the fan has to set for voltage regulation in the BIOS where you set the fan curve.

Go to QFan Control and you should be able to select DC mode from Auto.

When I go to qfan control it doesn’t give an option to switch, it just shows pen mode in the top right and I can’t change it.

Set to Manual mode and see if you can change from PWM to DC.
