HELP pc works but doesnt?

So my pc boots up with my 2 sticks of ram but my dram debug light is on with no picture going to my monitor and my keyboard doesnt light up. I try with one. And the dram light is on but goes away then the cpu light turns on and shuts off the system and it trys to boot up again. Can anyone think of what could cause it. I replaced the cmos battery

So couple things, first please update your title. PC works but doesn't gives us nothing to start with.
System not POSTing or unable to boot is much more helpful.

Ok so sounds like possible hardware fault or bad UEFI BIOS. Let's do one step at a time
What happens when you power off the system, pull out power cable and try the other DRAM stick in that slot?
And to be clear, that is the main slot identified in the MB manual correct? Only one slot works as the needed slot with 1 DRAM stick in. Otherwise it will fail to POST
Then try removing GPU, reseating the CPU and checking that no pins seem damaged, check power supply cables etc. 
Your CPU MB cables may not be seated.
If that all fails what specific MB do you have? It may have BIOS flashback where you can update the BIOS without a CPU or DRAM installed
