Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): i want to build my own pc before june at the soonest and by july at the latest. i want to make it as high end and best performance possible with my budget but i’m not afraid to spend extra if it comes to that. this is my first build so any tips or advice or part brands and ideas that work well would all be greatly appreciated. i’m a serious gamer and want to move to pc so i want good stuff but as a console player most of my life don’t know where exactly to start.

Anything over $2-3K for a gaming-specific rig is unnecessary and silly. Unless it doubles as a workstation (not mentioned) there's no need for all of that extra cost, you'll hit a point of diminishing returns before anything.

At bestbuy? Founders Edition cards are price-regulated Steven, you just have to put in the effort to wait in line for one. They restock more frequently then reports would lead you to believe, even in small towns. I live on an island off the coast of Vancouver and even we still got them 🤷

Sorry my life just hasn't been going that well?  I'll do better next time if there's reincarnation?  Will they be releasing 500 dollar founder's edition cards before June or July?  I am not even from a few days of a BestBuy.  Mad props for being from a best buy island?  I see Founder's Edition 3070 for 1359.88 USD last unit.  I am pretty sure buy whole system including graphics card from hp/dell/etc. but haven't tried.
