I have a GTX 980 ti right now it works great but I've seen a GTX 1660 ti on my area for around the price I could sell my 980 ti.

Given the situation I think the 1660 ti will hold it's value better in the future the 980 ti is starting to age, it still is a good performing card it's a dinosaur by now. Also the 1660 ti can mine and be profitable my 980 ti hardly covers the cost off electricity ( I'm thinking off doing a bit off mining during the time I'm not at home ) 

What do you guys think is it worth the swap ?

I personally would go with the 1660 Ti, not only is it newer and has more added features but if you are considering mining, the 1660 Ti isn't terrible for it. And for future proofing, the 1660 Ti will more than likely be capable of running newer games for years to come, that's if they are optimized and Nividia keeps developing drivers for the card.

 

Fun Fact: I myself am trying to get a 1660 Ti but to no avail there is none around me and the prices on Newegg and Amazon aren't worth the investment
