How to fix low cpu and gpu usage?

I have usage problems on new laptop.My brother plays on it but there is low usage.CPU usage never goes above 50-60% and same on GPU.If i put FPS on unlimited nothing changes.It uses UHD GRAPHICS and not GPU.How can i fix this and why is CPU usage this low? 

SPECS:

CPU-I5 10500H

GPU-gtx 1650

RAM-8GB
