Takes 3 Tries to Boot PC Successfully

Hi everyone, I have a bit of a strange problem here.  It takes 3 tries for my PC to boot successfully.  This issue has been going on for a few months now, although it took me a while to figure out how to make it boot every time that I want it to.  I'll walk you through what happens and what I've done to try to fix it.

 

Boot Cycle:

First boot/wake from sleep: PC powers on and appears to post, but no video out on either monitor no matter what I do

Second boot: PC does not post (I know this because instead of having to hold the power button to turn off the PC, it turns off as soon as I tap it)

Third boot: PC boots up, I get video out and load into Windows normally

 

This basically happens every time I put my PC to sleep or power it off for an extended period of time, although interestingly it does not seem to happen when just clicking restart within Windows.

 

Important information:

I bought my Vega 56 GPU used off eBay.  The previous owner let me know in the listing that the VBIOS was flashed to a Vega 64 card, but there was a switch on the card to switch it back to Vega 56 if I'd like.  This happens with BOTH vbios settings.

 

Related issues:

1. If I leave my PC idle for a long time, say overnight, sometimes I come back to a blank grey screen on both displays that can only be fixed by pressing the power button and going through the whole 3 boots

2. Sometimes after the third boot I only get video out to one monitor. I have to unplug and replug the displayport cables in my GPU to get video out on both monitors, although this seems to only work 75% of the time.

 

Steps taken so far:

Well, I rebuilt half my PC a month ago as an upgrade.  Replaced CPU, motherboard, and RAM.  Issue remained after that.  As part of this process, I obviously had to reinstall my GPU.  I've reinstalled it over 5 times hoping it would be a solution and it has never helped.  DDUed the drivers, reinstalled them.  Made sure there was no overclock/undervolt on the card (other than the vbios flash)
