my cpu is underperforming

so i downloaded it and ran it and i only got 8774

then i did it again after some time and it got 8554

then 8400

then 8270

even though its boosting to 4.2 4.3 ghz 

and nothing is running in the background

and even in games it was underperforming compared to the benchmarks online

is there a reason to this 

and what can i do ?

Try running a clean boot of Windows 10, as that will determine if a background app/service is causing the slowdown.

Yes it worked so what is the problem 

Is there an app that I need to uninstall or something?
