I've been having this issue with my 2070 Super where the performance is either terrible or normal depending on the start up. Some times I start the computer up and its all super slow and stuttery with games only doing like 15 fps, but if I restart it it usually goes back to normal (and if it doesn't I just restart it again). My screen also sometimes either just freezes or goes black but I can still hear audio, and doesn't come back without forcing a restart. Temperatures on the card are normal always under 60 C and I have clock rate set at 1995 MHz, but the GPU usage does say its at 98% when its stuttering (nothing particular doing it, everything is just taking up more %). I've made sure graphics drivers are all up to date, I even tried rolling back to some older ones but that didn't help. Windows is up to date. I thought maybe it was a bug with windows so I did a complete reformat of my drive but its still happening so I'm thinking it hardware related. I don't know if this is an actual issue with the GPU or maybe an issue with the power supply, but voltages on the card are also normal.

Ooo Now that you mention it, that card is using a riser cable. Maybe its just an issue with that and it needs a better quality one.

That would make sense. You can try dropping down to PCIe Gen 2 for now to see if you at least have a more consistent experience. The drop in performance for a 2070 should only be a few percent assuming it's a x16 riser.
